Professor of Health Economics in the Lancaster University Division of Health Research, UK. She has a PhD in Public Health Economics, a Master's degree in European Social Policy and a Bachelor’s degree in Economics. She was Assistant Professor of Health Economics at the National School of Public Health (2001-2014). She worked at the Ministry of Health's Institute for Informatics and Financial Management (now ACSS) in the Management Information Systems Development department between 1995 and 2001, where she was the executive responsible for the Financing System/Classification System in Homogeneous Diagnosis Groups. As a researcher she works mainly in the area of economic evaluation of health technologies, measuring efficiency, equity and quality of life. She is president of the Portuguese Association of Health Economics (APES) and one of the founders of EuHEA – European Association of Health Economics. She was the scientific coordinator of the documentary "Tudo é Nada sem Saúde" for Fundação Francisco Manuel dos Santos.
Former Full Professor at the National School of Public Health at Universidade Nova de Lisboa. He is a member of the National Public Health Council and the Advisory Council for the National Health Plan, as well as both the Board of Directors and the General Council of the Foundation for Health – SNS.
He was Director-General of Health between 1997 and 1999 and a doctor and health delegate in Bárue (Mozambique). He has also lived in Copenhagen, where he was Director for Health Policies and Services of the European Region of the World Health Organisation.
He has won countless distinctions, including the Gold Medal for Distinguished Service in 2006 from the Portuguese Ministry of Health and the National Health Award in 2019.
She is an associate professor in the department of Political Science and Public Policy at ISCTE-IUL, where she coordinates the Master's degree in Political Science, and a researcher at CIES-ISCTE. She has been involved in several research projects related to the themes of democracy, political participation, representation, electoral promises and political decision-making. She has published the results of her research in a number of national and international journals, books and book chapters.
She is an assistant professor at ISCTE-IUL and an integrated member of the Centre for Research and Social Intervention (CIS-IUL). She is the director of the Master's degree in Social Psychology of Health at ISCTE.
