Bio
Mayor of Lisbon since 2021, he was re-elected for a second term in 2025
He is the president of the Lisbon Metropolitan Council since 2024 and a member of the Council of State representing the Social Democratic Party (PSD) for the 16th Legislature (2024–2028).
He served as European Commissioner for Research, Science and Innovation, where he designed the Horizon Europe research and innovation programme.
He joined the board of the Calouste Gulbenkian Foundation In 2019. He is also vice-president of the Jacques Delors Institute in Paris.
He holds a degree in Civil Engineering from Instituto Superior Técnico. He also attended the École Nationale des Ponts et Chaussées in Paris. In 1998, he enrolled at Harvard University and obtained a Master of Business Administration.
