He has a PhD in Public Administration from Florida State University (USA) and he is an associate professor at the University of Minho School of Economics and Management and a member of the Research Centre in Political Science. He has been an associate professor in the Operating Unit on Policy-Driven Electronic Governance at the United Nations University (UNU-EGOV) in Guimarães since July 2015.
