Imagine a table with three legs: administration, staff and a political structure. In order for the tabletop to sit perfectly – which is like saying for a political programme to be implemented and effective – there must be a balance in this triad of power. How can it be guaranteed? Although the Portuguese civil service has progressed over the last 50 years, there is still an idea that it is sometimes too far from citizens, and there is a lot of dissatisfaction among half a million civil servants. In this essay, the black box of the civil service is opened, exploring four major topics: management and performance assessment; ties, careers and pay; staff qualification and training; leadership and senior staff. What is sought is support for a democratic civil service, oriented towards public service, by monitoring the results of the services provided.
