Francisco Furtado is the coordinator of the Foresight and Planning team at the Centre for Planning and Evaluation of Public Policies (PLANAPP), where he coordinates the drafting of the Law on Government Planning Options (GO), the structural part of the National Medium-Term Fiscal-Structural Plan (POENMP), studies on foresight, the development of decision-making support models and the coordinated development of the national strategic planning system. He also worked as a modeller/analyst at the International Transport Forum (ITF -OECD, Paris) from 2016 to 2021.
Francisco has a PhD in Transport Systems (MIT - Portugal, Instituto Superior Técnico), a Master’s degree in Complex Transport Infrastructure Systems (MIT - Portugal, Instituto Superior Técnico) and a Bachelor’s degree (5-year course) in Civil Engineering from IST. His Master’s and PhD theses both focused on rail freight, and he has professional experience in the construction area, particularly public works.
