Bio
PhD in Law from the University of Lisbon School of Law (2012), where he was a professor until 2019. He is currently Professor of Administrative Law at the European University. Lawyer (since 1993). Consultant to the Presidency of the Council of Ministers and the Ministry of Justice (1995-2002). Member of the National Data Protection Commission (2001-2006), having also been a member of the Joint Supervisory Authorities of EURODAC and EUROJUST. During the Portuguese Presidency of the Council of the European Union (2007), he chaired the MGD (Multidisciplinary Group on Organised Crime). Principal Consultant at CEJUR (2006-2009). Scientific Coordinator of the Legis-Palop Project (2009 – organisation of the legislation of Portuguese-speaking African States). Senior Expert at the European Agency for Fundamental Rights (2008-2011). Consultant to the Portuguese Parliament on Legislative Techniques (2013-2014). He coordinates the Advanced Data Protection Course (2012-2017) and is an arbitrator at the Court of Arbitration for Sport (2015-2018) and as Presiding Judge of the Arbitral Colleges of the Economic and Social Council. He is co-coordinator of the Privacy and Data Protection Centre. He has written around 60 books and is a regular participant in public initiatives on public law and data protection.
