Lawyer, professor and researcher at the University of Lisbon School of Law, where he got his PhD. He taught political science, constitutional law and fundamental rights at undergraduate and Master’s level, and specialises in general administrative law and public procurement.
He was an advisor to the President of the Constitutional Court. He has published several books, including "A Constituição Constituinte" (2000), "A Justificação da Propriedade Privada numa Democracia Constitucional" (2008) and, co-authored with Pedro Múrias, "Casamento entre Pessoas do Mesmo Sexo Não ou Sim?" (2008), as well as several articles, mainly in the areas of Constitutional Law and Political Philosophy.
