PhD in Law from the Nova School of Law in Lisbon, in the area of Civil Procedural Law. He was a legal advisor to the National Centre for Consumer Conflict Information and Arbitration and took part in the research team for the Study on Economic Justice in Portugal. He has published several texts in the areas of Civil Procedure Law, Consumer Law and Alternative Dispute Resolution and has taught on several courses in these areas.

Associate Professor in the Department of Engineering and Management at Instituto Superior Técnico, University of Lisbon and Researcher at the Centre for Studies in Innovation, Technology and Development Policies (IN+). His research aims to better understand the performance effects of labour mobility, in particular the value of entrepreneurial human capital at the level of the individual and of the company, as well as its impact on the region.

He was Vice-Chairman of the Engineering and Management Department and Vice-Chairman of COG-IST. At Instituto Superior Técnico, he was also the coordinator of the Bachelor's and Master’s degree courses in Industrial Engineering and Management. His research activity focuses on the areas of Labour Economics, Entrepreneurship and Innovation and Policy Evaluation.
