The country is at a turning point. After several years of economic and financial crisis, it was stunned, like the whole world, by a terrible pandemic on a global scale, which had, and is having, serious social, political and economic consequences. Notwithstanding this reality, the present day also represents an opportunity. Portugal will have access, through the PT2020 programme, which has yet to be implemented, the Recovery and Resilience Programme and the new PT2030 programme, to an amount of funds that is unprecedented in recent history. This is probably the last great opportunity to use European funds to set the country on a path of development, making it less dependent on external sources of funding and less dynamic economic sectors.

This study by Fundação Francisco Manuel dos Santos aims not only to paint an accurate picture of the Portuguese economy in recent decades but also to outline a future for the country and its economy, investigating how it can overcome the adverse factors that affect it and how it can leverage the favourable factors it benefits from. To this end, it analyses seven different areas:

  • Economic environment (competition, markets and taxation)
  • Scientific and technological system
  • Qualifications and the labour market
  • Innovative SMEs
  • Land and infrastructure
  • Foreign direct investment and global value chains
  • National strategy for the sea.


Through this major study on the new paradigm for Portugal's development over the next decade, FFMS, with the support of Sociedade Francisco Manuel dos Santos, seeks to fulfil its mission and the will of its founder to contribute, with accurate facts, to free debate in Portuguese society.

 

The long stagnation and interruption of the convergence process in the 21st century suggest that the development model has run out of steam and that the Portuguese economy may have fallen into the "middle-income country trap". Breaking out of this trap requires a transition from the made in paradigm to the created in paradigm, based on knowledge and skills and where innovation occupies a central place in the wealth creation process.
