Founder of the European Union Democracy Observatory (EUDO) at the Robert Schuman Centre for Advanced Studies at the EUI. Professor of Political Science and holder of the Swiss Chair of Federalism and Democracy at the European University Institute (EUI) in Florence, Italy.
He completed his PhD in Political Science (with distinction) at the University of Geneva (Switzerland). Before coming to the EUI in 2005, he was Deputy Director of the Centre for Research and Documentation on Direct Democracy (C2D) at the School of Law of the University of Geneva (1999-2005).

Member of the National Data Protection Commission (2001-2006), having also been a member of the Joint Supervisory Authorities of EURODAC and EUROJUST. During the Portuguese Presidency of the Council of the European Union (2007), he chaired the MGD (Multidisciplinary Group on Organised Crime). Principal Consultant at CEJUR (2006-2009). Scientific Coordinator of the Legis-Palop Project (2009 – organisation of the legislation of Portuguese-speaking African States). Senior Expert at the European Agency for Fundamental Rights (2008-2011). Consultant to the Portuguese Parliament on Legislative Techniques (2013-2014). He coordinates the Advanced Data Protection Course (2012-2017) and is an arbitrator at the Court of Arbitration for Sport (2015-2018) and as Presiding Judge of the Arbitral Colleges of the Economic and Social Council. He is co-coordinator of the Privacy and Data Protection Centre. He has written around 60 books and is a regular participant in public initiatives on public law and data protection.

Full Professor at ISCTE-IUL. He has a Bachelor’s degree in Law and Sociology, a Master’s degree in Law and a PhD in Law from the University of Geneva. He has taught at the Autonomous University of Lisbon, the International Institute of Legal Sociology, the University of Geneva, the University of the Basque Country and Nova School of Law. He produces research on the sociology of law, social protection, the media and contemporary sociological theories. Member of the Scientific Council of the French Ministry of Justice’ Mission de Recherche Droit et Justice.

He has a Bachelor’s degree in Law from the University of Lisbon School of Law in 1973 – where he completed his Master’s degree (1986) and PhD(1994), and is a Full Professor at Nova School of Law. He has taught Administrative Law, Administration Science, Legislation Science, Legal Norm Theory, Comparative Public Law and other subjects at this school. He was Director of Nova School of Law between 2003 and 2009 and, until he took up his post at the Constitutional Court, was President of its Scientific Council. He was a member of the General Council of Nova University Lisbon between 2009 and 2013.
