At the Centre of Power: Government and the Civil Service in Portugal

Governments come and go, the civil service remains. The general perception of the Portuguese is that criticism of the country’s governability also remains. Distrust, inability to keep decisions going beyond the initial impulse, the sluggishness and partisan nature of the civil service come together in the image we have of it.
The author, Secretary-General of the Presidency of the Council of Ministers from 2002 to 2016, followed executives from different political parties and presents us with a portrait that distinguishes what the government is from what the civil service is, putting forward five measures that could make the civil service part of the solution and not of the problem.
