Professor at the Catholic University of Portugal Law School and holds a PhD from the University of Lisbon.
He has been teaching Tax Law for 25 years.
His main research areas are indirect taxation, energy taxation, and sector-specific levies.
He was a member of the Tax Studies Centre of the Ministry of Finance and participated in several reform commissions.
He served as Secretary of State for Tax Affairs between 2009 and 2011.
He has been working as a consultant on tax reform projects in several developing countries.
