Chairman of Águas de Portugal.
He previously served as Minister for Public Works, Transport and Housing and as Mayor of Lisbon.
He was also Assistant Professor in the Department of Environmental Sciences and Engineering at NOVA University Lisbon and holds a PhD in Environmental Engineering from the same institution.
