45 Years Fighting Corruption

No. 50 FEBRUARY 2021

Corruption: payment of backhanders to a public or private decision maker to get illegal benefits. There has never been so much talk about this and other economic and financial crimes. It is regarded as the great national problem and gives rise to mistrust of institutions and voter alienation. But how has it in fact been fought by the Public Prosecutor since April 1974?

This book narrates the recent history of the fight against corruption in Portugal, as well as the changes in legislation, through the careers and from the perspective of five prosecutors from three different generations: Euclides Dâmaso, Inês Bonina, João Marques Vidal, Maria José Morgado and Teresa Almeida. From this original approach, it goes through the main criminal proceedings for corruption crimes over the last 45 years.
