Supported Housing in Portugal

No. 99 JANUARY 2020

It was during the First Republic that Portugal first considered the right of all citizens to decent housing and began the construction of «economic houses» and «social housing» with public support. What legacy has remained of the last 100 years of initiatives and achievements, and how can this experience be useful in responses and decisions today? This essay proposes a reflection on the models, ideologies and matrices that successive regimes and governments adopted during a century of national public promotion of supported housing. Through the architecture and urban design of the houses and neighbourhoods built in Portuguese cities, towns and villages, we can observe the important underlying cycles of politics, intervention philosophy and administrative organisation, with the central state taking on variable positions of momentum and intervention over time.
