Social and health protection is one of the greatest achievements of the democratic regime of 25 April 1974. However, on a daily basis, it is easy to lose sight of the welfare state, which grants benefits and services to every citizen and calls on them for taxes and social contributions “from the cradle to the grave”. What is it? How is it funded? Who gets benefits and how do they get them? What problems does it face?
This essay traces the developments in the pillars of social protection up to 2021: pensions, the labour market and unemployment, the social safety net and combating poverty, protection in childhood and reconciliation between work and family, as well as the National Health Service, the biggest break with the past. It calls for critical reflection by readers and analyses the welfare state as an arena where the strain between freedom and equality is negotiated.
