Jobs for the Boys? Civil Service Appointments
No. 106 SEPTEMBER 2020
Jobs for the boys. Musical chairs. Boycracy. Assault on the State. We all know these expressions, which suggest the existence of favouritism and politicisation in the allocation of civil service jobs. And we all recognise the need to clarify the role of appointments to political parties and in the processes of delegating powers between parties in government and the civil service. This essay is intended to open up this black box. It addresses the issue and identifies possible points of balance between democratic control of the administration and limiting politicians’ room for manoeuvre in the choice of leaders. Three proposals are put forward that promise to stimulate discussion on strategies to contain the damage caused by the politicisation of public services. Because it is urgent to limit, improve and demand.
