He is a Senior Technical Consultant at the Institute of Housing and Urban Rehabilitation (IHRU), which he chaired between 2012 and 2017. He was involved in the start-up of urban rehabilitation operations in Alfama and Mouraria. He contributed to the creation of RECRIA, IAJ and PER and helped implement the 2012 urban rental reform. He also worked on the study on 100 years of housing policies. He is co-author of the Fundação Francisco Manuel dos Santos study "The real estate market in Portugal" (2022).
He has a Bachelor’s degree in Architecture from Universidade Técnica de Lisboa.
