Local democracy is much more than the periodic election of municipal councils, parish councils and their presidents. It is also much more than an expression of the will of the majority. Only by knowing its structure and the place that citizens occupy in it, can we understand why it constitutes a mirror of democracy nationwide. Calling for critical reflection by readers, this essay addresses the notion of local democracy and the historical developments in the country since the 19th century, the role that citizens must play in it, the organisation and functioning of municipalities and parishes, the impasse in the creation of administrative regions, municipal clubs and associations and the meaning of inter-municipal entities.
