When unemployment rises, a major fire breaks out or there is a pandemic, where do the Portuguese look? Who do they demand solutions from and assign responsibilities to? It is very likely that they will instinctively turn to the government. But, after all, what does «government» really mean? How did it come about and why? What does it consist of, how is it structured and how does it work in everyday life? And how does it relate to other institutions? This book identifies and questions some characteristic features of the Government of Portugal. At the end, through the conclusion, it signals some problems of the Portuguese government in light of the role of the governing authorities and the people who are governed. Because, in fact, an effective and responsive government needs engaged citizens who are well-informed about what it means to govern.
