He is graduated in civil engineering from the Instituto Superior Técnico (IST) and holds a master’s degree and a PhD in water resources from the Massachusetts Institute of Technology (MIT). He lectured at IST for 28 years, in addition to teaching at the Polytechnic Institute of Portalegre and the Faculty of Sciences of the University of Lisbon.
He has also been involved in setting up and developing companies that generate renewable electricity from a range of sources.
A co-founder of the Portuguese Renewable Energy Association (APREN), he served as its president for 23 years. He also served as president of the European Renewable Energy Federation and the European Small Hydropower Association.
