He holds a PhD in Economics from the European University Institute (Florence) and is currently an Assistant Professor at the University of Minho School of Economics and Management, a member of the Research Centre for Economic and Business Policies (NIPE) and an external collaborator of the Higher Education Policy Research Centre (CIPES). His main areas of research are labour economics and the evaluation of programmes and public policies. He has published articles in international journals and several books and chapters on these subjects. As a consultant, he has produced several reports aimed at analysing the economic impacts associated with climate change, large-scale projects or events and labour policies on minimum wages, education and employment, both for private and public institutions, such as the Ministry of Labour, Solidarity and Social Security, the Ministry of Economy and the International Labour Organisation (ILO).

She has been teaching in higher education since 1999 and is currently a lecturer at the School of Psychology, Education and Sport at Universidade Lusófona do Porto (ULP). She mainly teaches subjects in the fields of Cognitive Psychology and Educational Psychology.
She has been carrying out scientific research for over 20 years, focusing on areas such as learning, attention and human memory. She is a member of the HEI-Lab – Digital Human-Environment Interaction Lab, at Lusófona University and the Psychology Research Centre at the University of Minho. She has a Bachelor’s degree in Psychology from the University of Minho, where she specialised in School and Educational Psychology. Later, she got her Master’s degree in Clinical Psychology, focusing on "Attention and Working Memory in Children with Attention Deficit Hyperactivity Disorder". Shortly afterwards, she got her PhD in Experimental Psychology and Cognitive Sciences, having explored the mechanisms of operant memory in her thesis.

Gonçalo Saraiva Matias
Gonçalo Saraiva Matias is the Minister Adjunct and for State Reform of the XXV Constitutional Government. He was Chairman of the Board of Directors and of the Executive Committee of the Foundation between september 2022 and june 2025.
He was a professor at the Faculty of Law of the Catholic University of Portugal, where he also obtained his bachelor's, master's and doctorate degrees.
He was director of the Catholic Global School of Law and visiting professor at Washington University. He conducted research at the Georgetown University Law School as a Fulbright visiting scholar. Most of his work falls within Regulatory, Administrative, Constitutional and International Law. He was the director of the Migration Observatory, Secretary of State for the Administrative Modernisation of the XX Constitutional Government. He has been advisor for legal affairs to the President of the Portuguese Republic since 2008. In 2016, he was awarded the title of Grand Officer of the Order of Infante D. Henrique. He was born in Lisbon, in 1979.

He got his PhD in Economics from the University of Amsterdam/Tinbergen Institute in 2007. He is currently Associate Professor at the University of Minho (U Minho) and Director of the PhD programme in Economics at the same institution. He is also a researcher at NIPE (UMinho), CIPES (UAveiro and UPorto) and the Institute of Labour Economics (IZA), Germany, and assists the Bank of Portugal on a permanent basis. His research focuses mainly on Labour and Education Economics and Applied Econometrics. He has written several academic papers, books and book chapters, and has been published in prestigious journals such as Econometrica, the Scandinavian Journal of Economics, Regional Studies and Studies in Higher Education. His work has been cited, among others, in prestigious specialist journals such as Brookings Papers on Economic Activity, the Review of Economics and Statistics, the Journal of Business and Economic Statistics, the Industrial and Labour Relations Review and Labour Economics. He maintains research collaborations in several countries, leading and integrating research teams that develop funded projects. He has authored policy-oriented reports on minimum wages, education and employment applicable to the Portuguese labour market. He also has extensive experience in consultancy for both private and public institutions.

Maria Manuel Mota
She is Director of the Institute of Molecular Medicine, where she has worked as Lead Researcher since 2005, the same year she started teaching at the Faculty of Medicine at the University of Lisbon.
Although her research addresses various fields, her primary focus is malaria and the mechanisms that cause the infection to develop into a deadly disease.
With a PhD in Molecular Parasitology from University College London in the UK and a Master's in Immunology from the University of Porto, she has worked in scientific research centres such as the Gulbenkian Institute of Sciences and the Howard Hughes Medical Institute in the USA.
With over 100 publications and four patents, she has received dozens of national and international awards – including the Pessoa Prize (2013) and the Sanofi-Institut Pasteur Prize (2018).

Maria Lúcia Santos
Early childhood educator with a Bachelor’s degree in Education Sciences and a Master's degree in Education Sciences from the University of Coimbra School of Psychology and Education Sciences. She is recognised for her work in the area of Early Childhood Education at the Bissaya Barreto Foundation and as President of the board of APEI, the Association of Early Childhood Education Professionals.

Maria Isabel Festas
Full Professor in Education Sciences at the University of Coimbra School of Psychology and Education Sciences. She did her PhD and aggregation in Educational Psychology at the University of Coimbra. She has taught undergraduate and postgraduate courses, coordinated some of these courses and supervised numerous Master’s and PhD dissertations. Her research interests focus mainly on instruction and school learning, areas to which much of her published work refers (books, book chapters, articles in scientific journals and conference proceedings). It has also been in these areas that she has been working very hard on research projects, coordinating them or joining the teams in question.
